India, which had been created as a civic polity, initially sought to hold on to this Muslim-majority state to demonstrate its secular credentials. Pakistan, in turn, had laid claim to Kashmir because it had been created as the homeland for the Muslims of South Asia. After the break-up of Pakistan in 1971 the Pakistani irredentist claim to Kashmir lost substantial ground. If Pakistan could not cohere on the basis of religion alone it had few moral claims on its co-religionists in Kashmir. Similarly, in the 1980s, as the practice of Indian secularism was eroded, India''s claim to Kashmir on the grounds of secularism largely came apart. Today their respective claims to Kashmir are mostly on the basis of statecraft. This title provides a comprehensive assessment of a number of different facets of the on-going dispute over Kashmir between India and Pakistan. The Indian government, touted as the world's largest democracy, often repeats that Jammu and Kashmir—its only Muslim-majority state—is "an integral part of India." The region, which is disputed between India and Pakistan, and is considered the world's most militarized zone, has been occupied by India for over seventy-five years. In this book, Hafsa Kanjwal interrogates how Kashmir was made "integral" to India through a study of the decade long rule (1953-1963) of Bakshi Ghulam Mohammad, the second Prime Minister of the State of Jammu and Kashmir. Drawing upon a wide array of bureaucratic documents, propaganda materials, memoirs, literary sources, and oral interviews in English, Urdu, and Kashmiri, Kanjwal examines the intentions, tensions, and unintended consequences of Bakshi's state-building policies in the context of India's colonial occupation. She reveals how the Kashmir government tailored its policies to integrate Kashmir's Muslims while also showing how these policies were marked by inter-religious tension, corruption, and political repression. Challenging the binaries of colonial and postcolonial, Kanjwal historicizes India's occupation of Kashmir through processes of emotional integration, development, normalization, and empowerment to highlight the new hierarchies of power and domination that emerged in the aftermath of decolonization. In doing so, she urges us to question triumphalist narratives of India's state-formation, as well as the sovereignty claims of the modern nation-state.

Kashmir as a Borderland: The Politics of Space and Belonging across the Line of Control examines the Kashmir dispute from both sides of the Line of Control (LoC) and within the theoretical frame of border studies. It draws on the experiences of those living in these territories such as divided families, traders, cultural and social activists. Kashmir is a borderland, that is, a context for spatial transformations, where the resulting interactions can be read as a process of ‘becoming’ rather than of ‘being’. The analysis of this borderland shows how the conflict is manifested in territory, in specific locations with a geopolitical meaning, evidencing the discrepancy between ‘representation’ and the ‘living’. The author puts forward the concept of belonging as a useful category for investigating more inclusive political spaces.

The book presents a comprehensive treatment of unemployment and economic problems in Jammu & Kashmir. Kashmir, being a conflict-ridden zone, has far less opportunities for employment than rest of the other states. With an underdeveloped industrial sector and the inability of government to create enough jobs, there seems to be no immediate solution. Lack of avenues to engage the youth in meaningful ways result in making miscreants out of many of them. Young populations across the world are generally seen as drivers of socio-economic growth, but in Kashmir, the youth bulge is a problem. Unemployed youths destabilize the economy by being used to create mayhem by the anti-social elements in the region. Underdevelopment and unemployment in Jammu & Kashmir is the manifestation of a mismatch between physical and human resources. This exists when a large segment of the working age population does not possess the appropriate skills and knowledge to be gainfully employed. In addition, lackadaisical and imprudent policies pursued by subsequent governments are the major challenge. A radical shift in its policies, especially in the education sector, is an absolute prerequisite for the birth of a capable workforce. The remedy lies in revamping the education sector by crafting appropriate policies for suitable skills in line with the socio-economic requirements of the society. The book argues the government must think about a long-term plan for unemployed youth and devise a policy to channel the youth bulge constructively.

The book examines its destruction, the ensuing Shii-Sunni riot, and the reasons for the Shii community’s internal divisions and rifts at a time when they actually saw the strong consolidation of their identity.The first study dedicated to Shia Islam in Kashmir, the book also sheds light on the emergence of the more ecumenical Muslim outlook we see in Kashmir today.

This book demonstrates that gender is a key component of conflict and peace discourse. The marginalization of women in conflict and peace is all pervasive. Kashmir is a mirror image of this global scenario. Kashmiri women aided the militant movement in significant ways though they did not take part in direct combat. They played key roles to sustain and nourish the movement – as protestors, protectors and motivators, and facilitators. Their experiences of participation in the conflict, however, remain subdued by the dominant masculinist discourse. Kashmiri women are excluded from the militancy discourse as contributors as well as from peacemaking discourse as stakeholders. The study interrogates theory and practice of women''s participation in conflict and argues that changed gender-roles during conflict do not necessarily revolutionize socially ascribed norms. The book also examines the experiences of women in sustaining conflict to make a case for their due place in negotiating formal peace.
