In 1938, at an age when most men are long retired, Douglas Hyde (1860-1949) was elected first president of modern Ireland. The unanimous choice of delegates from all political factions, he was no stranger to public life or to fame. Until now, however, there has been no full-scale biography of this important historical and literary figure. Known as a tireless nationalist, Hyde attracted attention on both sides of the Atlantic from a very early age. He was hailed by Yeats as a source of the Irish Literary Renaissance; earned international recognition for his contributions to the theory and methodology of folklore; joined Lady Gregory, W. B. Yeats, George Moore, and Edward Martyn in shaping an Irish theater; and as president of the Gaelic League worked for twenty-two years on behalf of Irish Ireland. Yet in spite of these and other accomplishments Hyde remained an enigmatic figure throughout his life. Why did he become an Irish nationalist? In the early 1960s, the militant demands of some organizations of state and local government employees to participate in decisions about compensation and conditions of employment challenged many established concepts of public administration. A series of strikes revealed a lack of public policy and administrative techniques to cope with the problems presented by aggressive and innovative groups of public employees. Although civil servants had been organized in some communities for as long as fifty years, public attitudes about how such organizations should fit into the political and administrative systems were hazy in the 1960s, and official policies were fragmentary or nonexistent. Some states adopted legislation forbidding public employees to join certain types of organizations. Some highly industrial and urban states enacted legislation creating a system of employer-employee relations based on the theory of collective bargaining developed in industry. California, the most populous state, developed a public policy that differs considerably from the industrial model. In Organized Civil Servants, Winston W. Crouch analyzes factors in California’s political system that have tended to produce this policy. He also analyzes the efforts made to reconcile collective bargaining in the public service with the established concepts and procedures of the merit system of public employment. The ultimate outcome appears to depend on the scope of agreements negotiated between public employers and employee organizations at the bargaining table. In this significant addition to moral theory, George W. Harris challenges a view of the dignity and worth of persons that goes back through Kant and Christianity to the Stoics. He argues that we do not, in fact, believe this view, which traces any breakdowns of character to failures of strength. When it comes to what we actually value in ourselves and others, he says, we are far more Greek than Christian. At the most profound level, we value ourselves as natural organisms, as animals, rather than as godlike beings who transcend nature. The Kantian-Christian-Stoic tradition holds that if we were fully able to realize our dignity as Kantians, Christians, or Stoics, we would be better, stronger people, and therefore less vulnerable to character breakdown. Dignity and Vulnerability offers an opposing view, that sometimes character breaks down not because of some shortcoming in it but because of what is good about it, because of the very virtues and features of character that give us our dignity. If dignity can make us fragile and vulnerable to breakdown, then breakdown can be benign as well as harmful, and thus the conceptions of human dignity embedded in the tradition leading up to Kant are deeply mistaken. Harris proposes a foundation for our belief in human dignity in what we can actually know about ourselves, rather than in metaphysical or theological fantasy.
