Individual retirement accounts (IRAs), established by the Employee Retirement Income Security Act of 1974 (PL 93-406) to promote retirement saving, were limited at first to workers (and spouses) who lacked employer pension coverage. Income tax was deferred on both contribution and investment earnings. Annual contributions were limited to the smaller of $1,500 or 15% of earnings. Eligibility was expanded to all workers and their spouses by the Economic Recovery Tax Act of 1981 (PL 97-34). Annual contributions were limited to the smaller of $2,000 or 100% earnings. The Tax Reform Act Reform Act of 1986 (PL 99-514) continued tax deferral for IRA earnings, but it limited tax deferrals for contributions to those from: (1) tax filers with no employer plan (for either spouse); and (2) filers with employer pension coverage but whose adjusted gross income (AGI) is below specified limits. The Taxpayer Relief Act of 1997 (PL 105-34) increased these AGI limits, allowed penalty-free early withdrawals for higher education expenses and first-home purchases, and authorised a new ''Roth IRA'' to provide tax-free income from after-tax contributions and untaxed investment earnings. Roosevelt in 1942, after the capture of eight German saboteurs. This book also describes the procedures used by the World War II military tribunal to try the eight Germans, the habeas corpus petition to the Supreme Court, and the resulting convictions and executions.

The Act establishes a new Public Company Accounting Oversight Board which is to be supervised by the Securities and Exchange Commission. The Act restricts accounting firms from performing a number of other services for the companies which they audit. The Act also requires new disclosures for public companies and the officers and directors of those companies. Among the other issues affected by the new legislation are securities fraud, criminal and civil penalties for violating the securities laws and other laws, blackouts for insider trades of pension fund shares, and protections for corporate whistleblowers. After earlier criticism from human rights organisations and many foreign governments regarding the determination that the Geneva Conventions of 1949 do not apply to the detainees held in Cuba, President Bush shifted position with an announcement that Taliban fighters are covered by the 1949 Geneva Conventions, while al Qaeda fighters are not. Taliban fighters are not to be treated as prisoners of war (POW), however, because they reportedly fail to meet international standards as lawful combatants The decision is not likely to affect the treatment of any of the detainees held at the US. The Geneva Conventions of 1949 create a comprehensive legal regime for the treatment of detainees in an armed conflict. These ''unprivileged'' or ''unlawful combatants'' may be punished for acts of violence for which legitimate combatants could not be punished. Some have argued that there is implied in the Geneva Conventions a third category comprised of combatants from militias who do not qualify for POW status but also fall outside of the protection for civilians. These combatants may be lawful in the sense that they do not incur criminal liability for engaging in otherwise lawful combat, but they would not be entitled to privileges as POWs or protected civilians. The status of the detainees may affect their treatment in several ways. This book explores the dilemma that the US government faces as far as the classification of its prisoners that they deem to not fall under the POW status and the treatment and rights that they are entitled to.

Hospitals do not have violins, drums, and trumpets, but they do have departments, clinical wards, clinical pathways, and functional units. Moreover, their professionals must carry out different activities such as assisting patients, reporting their actions, communicating and, more and more frequently, managing parts of the hospitals themselves. Not only physicians are in charge of these aspects. Nurses and other clinical and non-clinical professionals are co-responsible, facing frequent changes in the number and type of activities they must perform. In this context, hospital managers must design organizational charts and implement them by distributing resources and responsibilities, by setting and monitoring objectives, and by assessing the performance of units. They must motivate their staff and ensure an effective use of technology. Yet, although healthcare management is widely studied worldwide, it is rare to find contributions with such a broad and holistic point of view. Although each aspect and item of hospital management is key in reaching organizational success, the risk of overlooking one or more of them is high. Specifically, if management fails in directing all its tools towards its objectives, the chances of reaching outstanding performance are poor. Managerial tools must be used in an integrated and coherent way as multiple components of a single managerial strategy.
