Problems of individual moral choice have always been closely bound up with the larger normative concerns of political theory. There are several reasons for this continuing connection. First, the value conflicts involved in private moral choice often find themselves reproduced on the public stage: for example, states may find it difficult to do right by both justice and mercy in much the same way individuals do. Second, we frequently find conflicts among the values at stake in individual life and public life, such that the moral choice we must make is between private and public goods. Loosely speaking, choices which express these conflicts are what philosophers call moral dilemmas: choices in which no matter what one does one will be forfeiting some important moral good; in which wrongdoing is to some degree inescapable; in which one is (perhaps literally) damned if one does and damned if one doesn''t. The eight essays collected in this volume explore the philosophical problem of moral dilemmas as that problem finds expression in ancient drama, classic and contemporary novels, television, film, and popular fiction. They consider four main types of dilemmas. In the first section, the authors examine dilemmas associated with political stability and regime change as expressed in the HBO television series Deadwood and in Stephen King''s novels and short stories. The second section confronts dilemmas associated with public leadership, considering the ethical conflicts in Aeschylus''s classical dramas The Suppliants, Tolkien''s Lord of the Rings, and in the contemporary FOX television series 24. In the volume''s third section, the authors examine dilemmas of institutional evil, specifically slavery, as they emerge in Harriet Beecher Stowe''s classic novel Uncle Tom''s Cabin and in J.K. Rowling''s Harry Potter novels. Finally, the collection considers dilemmas of community and choice in Toni Morrison''s novel Paradise and in the contemporary film A Simple Plan.

Corruption, often seen as the main hindrance to development and growth in many societies, has led to greater demand for accountability and transparency in how governments conduct their businesses. This text examines the impact of Transparency International’s Corruption Perceptions Index and whether or not the CPI and hence TI matter. It explores three areas: the world’s political and economic responses and Jamaica’s policy responses to the CPI. Jamaica is selected for a case study due to its high CPI rating from TI; Jamaica is a country that has strong anti-corruption laws but, nonetheless, sees its CPI ranking worsen almost yearly. Taking into consideration the importance scholars and policymakers give to corruption’s effect on development, the findings show that the CPI—the most cited corruption index—does not change the behavior of world’s political and economic policymakers. Although the index is published yearly, there is no measured change as it regards political and economic policymakers. Nonetheless, Jamaican policymakers pay significant attention to their performance on TI’s CPI. Transparency International’s CPI is used as the authoritative tool to assess countries’ corruption perceptions scores by both international governments and several international agencies. The use and reference of TI’s CPI does not translate as the main factor in regards to the increase and or decrease of aid flow. Surprisingly, there was no evidence that the CPI affected the credit rating and or investment flow into Jamaica. It did indicate, however, that TI’s CPI is reflective of the global market perceptions of Jamaica’s economy. Research shows that the index does change policy responses in Jamaica as government officials across varying agencies pay attention to the index and the progression and or worsening of the country’s score.

In a period when the monarch was the key figure in the Portuguese government, the struggle for the throne among members of the royal family was of crucial significance. Against a backdrop of new liberal ideas, economic conservatism, and modernization, Dom Pedro challenged his brother, Dom Miguel (the Usurper), on behalf of his young daughter (Maria II) for the throne. But this struggle for the throne, and for a workable constitution, did little to change the fundamentally agrarian economy, so that in the end neither the monarch, nor the liberal ideals of the urban elite, nor foreign pressures had any fundamental effect on society as a whole. The Concession of Évora Monte describes the economic and political problems unleashed by the Peninsular War and the evacuation of the court to Brazil; the 1820 revolution, the first Portuguese constitution, and the counter revolution; the attempt by Dom Pedro when he became king (while also emperor of Brazil) to introduce the new Constitutional Charter and pass the throne on to his young daughter; the usurpation of the throne by his brother Dom Miguel; the War of the Two Brothers in which Dom Pedro defeated Dom Miguel and forced him into exile. The signing of the Concession in 1834 marked the end of the civil war, but it did not bring peace and stability. The changes introduced by the victorious Dom Pedro did not solve the basic issues of Portuguese society, nor did the efforts of his daughter, Maria II, during the 1830s and the 1840s. Several attempts were made to impose a new liberal constitution on the country, but in the end it was the formation after 1850 of new political parties sharing the governing which brought stability. The country remained conservative despite the modernization which came to the cities but which penetrated the countryside only to a degree. This book argues that liberalism in Portugal was an urban phenomenon involving a very small minority of the people, and points to a variety of reasons for this. Portugal remained a rural, conservative society into the twentieth century and throughout the Salazar regimes until, perhaps, the Carnation Revolution in 1974.
