What is the significance of gender and masculinities in understanding conflict? Through an ethnographic study conducted between 2013 and 2016, this book explores the politics of competing and sometimes overlapping masculinities represented by the state armed forces and the non-state actors in the Kashmir valley. In addition, the book broadens the understanding of women’s agency through its engagement with the construction, performance, and interplay of masculinities in the conflict. Combining existing elements of both feminist research and critical scholarship on men and masculinities, the book highlights the significance of foregrounding the interplay of men’s identities in conflicts to understand agency in a meaningful way. Through the focus on the simultaneous play of multiple masculinities, the book also questions the oversimplified and monolithic usage of masculinity being associated only with violence in conflicts. The empirical data in the book includes interviews and narratives of multiple stakeholders belonging to diverse vantage points in the Kashmir conflict. Some of these include activists, widows, wives of the disappeared, ex-militants, surrendered militants, participants of the stone-pelting movement, mothers of sons killed in the conflict, women representatives of the village Halqa Panchayats, and army personnel. The book also draws from alternative material in the form of graffiti, folk songs, poetry on graves, and slogans. Through anecdotal reminiscence, the author reflects on the challenges of field research in Kashmir that served as an opportunity for self-contemplation.

The book also delves into how the concepts of agency, resistance, and resilience in these different texts necessitate new poetics of looking at Kashmir. The conflicted space of Kashmir has always been located within the politics of representation and this book investigates a problem in taxonomy within postcolonial discourses to articulate unique forms of violence in such a conflicted space.

At 8:43 a.m. on the morning of Sunday, October 6, 1918, HMS Kashmir rammed HMS Otranto off Islay, Scotland. Both ships were former British passenger liners from the P&O Steamship Company that had been pulled into the war to ferry American soldiers between New York and various British ports. On this stormy morning, however, they were part of Convoy HX-50 carrying troops to Liverpool. On board were 372 British officers and sailors and 701 American soldiers. The Americans were mostly Southern farm boys from Fort Screven in Savannah under the command of Lt. Sam Levy, a Georgia Tech graduate from Atlanta. The Kashmir managed to back away and follow the harsh wartime order that required her to ignore any maritime disasters that might befall her sister ships and to continue on her prescribed course rather than stop and take on survivors. Thus it was that—with winds blowing at 70 to 75 mph and waves at more than 60 feet—the severely damaged Otranto was left dead in the water with more than a thousand souls aboard. Many Were Held by the Sea: The Tragic Sinking of HMS Otranto, tells the story of what happened during that voyage—mostly from the perspective of the American soldiers—and builds to the disastrous conclusion. The narrative details the courage of the young men on board, men who, for the most part, had never seen the ocean or learned to swim. It tells of the anguish from the home front, as family members had to wait weeks to learn the fate of their relatives. In addition, Scott’s narrative tells the personal story of Lieutenant Craven of the Royal Navy, serving as Commander of the rescue ship, who was forced to gamble with the lives of those on both ships in order to save the maximum number of passengers.

Radical Conflict addresses conflict at interpersonal and communal, legal and rhetorical, ethnopolitical, global, and geopolitical levels. In recent years the stakes have increased as India and Pakistan have each acquired a hundred or more nuclear weapons, blundered into several serious crises, and become victims of terrorism, some of it from across their borders. America is puzzled by the problem of dealing with a rising India and a struggling Pakistan, and Cohen offers a fresh approach for U.S. policy in dealing with these two powers. Drawing on his rich experience in South Asia to explore the character, depth, and origin of Indian and Pakistani attitudes toward each other, Cohen develops a comprehensive theory of why the dispute between New Delhi and Islamabad is likely to persist.
